Community-based inclusion

  Managed moves are increasingly being used as an alternative to exclusion in more than half of English Local Authorities every week. This research finds that at least 100 managed moves are taking place every week. Over the same time period permanent exclusions rates have decreased by about a quarter.

  An increase in permanent exclusions is being predicted following new regulations governing fixed-term exclusions.The term ‘fresh start managed move’ is now being used to describe a direct and immediate transfer between mainstream schools, with dual registration. Fresh starts lead to continued education more often than not.

  Head teachers are broadly in favour of managed moves, but also expressed concerns about service standards, training, fairness, and adequate alternative provision.

  Heads were more positive where the local authority had promoted a community level strategy for managed moves.Families and children should be treated better. Parents are usually content in the end if their child continues in education.

  The therapeutic benefits of a managed move are not being sufficiently valued, especially at government level. Schools and LAs would have more confidence in developing managed moves strategically if more guidance was available. ...read more>.
